Background: SCRO has been receiving an increasing number of reports of Costilla County Planning and Zoning not approving building permits when there seems to be a legal obligation to do so.

Discussion: Consider launching an investigation into this matter to determine if there is inappropriate action being taken by the county, or if this is simply a matter of applicants not meeting requirements. If the former, then consider how we might advocate on behalf of community members. If the latter, then consider how educational efforts might improve outcomes.

Vote by voice: Motion to “launch an investigation by the board into the perception that Costilla County Planning and Zoning is inappropriately withholding approvals for building permits.”

Vote: Board Member Squire moved to forward the remaining four major agenda items to the 9/18 work session; Board Member Powell seconded the motion. A voice vote resulted as follows: The yeas prevailed; motion passed.
